dc.description.abstractÇalışmanın temel amacı Kişisel Verilerin Korunması Kanunu (KVKK) ve Genel Veri Koruma Tüzüğü (GDPR) kapsamında işlenen kişisel verilerin güvenliğini sağlamak amacıyla alınabilecek teknik önlemlerin kapsamlı bir değerlendirmesini sunmaktır. KVKK, Türkiye sınırları içerisindeki bireylerin kişisel verilerinin korunması amacıyla birtakım yasal düzenlemeler getirirken; GDPR, Avrupa Birliği ve üye ülkelerde bireylerin kişisel veri güvenliğini sağlamayı amaçlayan önemli bir yasal düzenlemedir. Veri güvenliği, bireylerin gizliliğinin korunmasının yanı sıra, işletmeler için de oldukça büyük bir öneme sahiptir. Bu çalışmada KVKK ve GDPR uyumluluğu bağlamında, kişisel veri güvenliğine yönelik siber tehditler ele alınırken; bu tehditlere karşı güvenlik önlemlerinin nasıl tasarlanıp uygulanabileceğini detaylıca incelenmiştir. Teknolojinin gelişmesi ve dijitalleşmeyle birlikte kişisel verilerin işlenmesi ve saklanması alanında yeni gereksinimler ve zorluklar ortaya çıkmıştır. Bu çalışma, KVKK ve GDPR kapsamında işlenen kişisel verilerin güvenliğini sağlamak amacıyla alınabilecek teknik önlemlerin kapsamlı bir şekilde değerlendirmeyi amaçlamaktadır. Kişisel veri güvenliğinin önemini derinlemesine vurgulayarak bireylerin olduğu kadar işletmelerin de KVKK ve GDPR'ın getirdiği yükümlülükler çerçevesinde güvenli bir siber ortamda faaliyet göstermeleri için gereken teknik önlemleri almasına yönelik stratejik rehberlik yapmayı hedeflemektedir.
dc.description.abstractThe main purpose of this study is to provide a comprehensive assessment of the technical measures that can be taken to ensure the security of personal data processed under the KVKK and the GDPR. While KVKK introduces a number of legal regulations to protect the personal data of individuals within the borders of Turkey, GDPR is an important legal regulation that aims to ensure the personal data security of individuals in the European Union and its member states. Data security is of great importance for businesses as well as protecting the privacy of individuals. This study examines cyber threats to personal data security in the context of KVKK and GDPR compliance, and examines in detail how security measures can be designed and implemented against these threats. With the development of technology and digitalization, new requirements and challenges have emerged in the field of processing and storage of personal data. This study aims to comprehensively evaluate the technical measures that can be taken to ensure the security of personal data processed within the scope of KVKK and GDPR. It aims to provide strategic guidance for businesses and individuals to take the necessary technical measures to operate in a secure cyber environment within the framework of the obligations imposed by KVKK and GDPR. In the light of current technological developments, implementing effective strategies for the protection of individuals' personal data is among the main objectives of the study.
