dc.description.abstractDünyanın giderek küresel bir köy haline dönüstügü günümüzde bilgi, basarının en önemli anahtarı konumuna gelmistir. Bilgi çagını yasadıgımız bugün, bilgiye sahip olmak, özümsemek, yönetim ve dagıtımını etkili bir sekilde yerine getirmek günümüz is dünyasında rekabet avantajı saglamak adına oldukça fazla önem kazanmıstır. Bu paralelde, bilgiye sahip olma ve örgüt çıkarları dogrultusunda kullanabilme adına gelistirilen bilisim teknolojileri ve bilisim sistemleri giderek yaygınlasan kullanım alanlarına sahip olmustur. Organizasyonların karar verme sürecine önemli faydalar saylayan Üst Yönetim Bilisim Sistemleri son yıllarda giderek yaygın olarak kullanılan bilisim sistemleri durumundadır. ÜBS, yöneticilere karar verme süreçlerinde büyük faydalar saglamasına ragmen maliyet ve uygulanabilirlik açısından oldukça risk tasıyan bir bilisim sistemidir. Bu çalısmada, Üst Yönetim Bilisim Sistemlerine olumlu ya da olumsuz etki eden faktörler tanımlanarak, minimum risk düzeyinde gerçeklestirilmesi için yapılması gerekenler analiz edilmektedir. Çalısmanın son bölümünde ise bilisim sektörünün Türkiye'deki gelisim süreci ele alınmakta ve bu sektörün gelisimi adına yapılması gerekenler özetlenmektedir. Buna ek olarak bilisim teknolojilerinin ve bilisim sistemlerinin verimlilik ve etkinlik üzerine etkilerini arastıran bir anket çalısmasına da yer verilmistir.
dc.description.abstractInformation has become an important key term for ?success? in today?s world that is gradually getting to be a global village. The Information age in which we live today, acquiring and maintaining information gained a significant importance in the name of having a competitive advantage through today?s business world. In this context, information technologies and information systems, which are constituted to manage information and use it for organizational objectives, obtained widespread usage. Executive Information Systems (EIS) which are useful for executive decision support are the most recent computer based information systems. In spite of providing a great aid for decision support process, EIS is a high-risk information system in terms of its feasibility and cost. In this thesis, factors having influence upon the success of EIS are identified and the required aspects for a successful EIS are stated. At the end of this study, the development process of information sector in Turkey is considered and necessary options that are critical for the success of the sector are summarized. In addition, a survey which examines the effects of information technologies and information systems regarding efficiency and effectiveness is included in this study.
