dc.description.abstractGünümüz küresel dünyasında özellikle 1980 sonrası dönemde yeni liberal politikaların neredeyse tüm devletlerce hâkim kılınan ekonomi politikası haline gelmesiyle karşılıklı ilişki içerisinde olduğu pek çok sektöre de etkileri olmuştur. Ülkemizde yeni liberal politikaların uygulanmaya başlandığı dönem itibariyle söz konusu bu politikaların sağlık sektörüne olan yansımaları gecikmemiş, kendini ?Sağlık Reformu? ve/ veya ?Sağlıkta Dönüşüm? başlıkları altında bulmuştur. Böylece sağlık hizmetlerinin gerek sunumu gerekse finansmanında değişimler meydana gelmiş, devletin sağlık hizmetlerine yaklaşımında dönüşüm sürecine girilmiştir. Yeniden yapılandırılan sistemin geleceği ve başarısı ise bireylerin reform sürecini benimsemeleri ve finansmanına yeterli düzeyde katılımları noktasında önem kazanmıştır. Özellikle devlet eliyle yürütülen birtakım hizmetlerin dönüşüm süreciyle birlikte özel sektörün teşviki için ortaya koyulan politikalarla beslenmesi sağlık alanında özel hastanecilik ve özel sağlık sigortacılığına ivme kazandırmış, her geçen gün sağlıkta dönüşüm süreci kapsamında gerçekleştirilen politikaların alt yapı eksikliği ihtiyaç sahiplerini bu alan doğru yöneltmiştir.Bu nedenle son yıllarda kamu ve özel sağlık sigortalarının önemi hızla artmış ve bu durum ekonomik büyümede ve gelişmede sağlık alanına yapılan yatırımların üstlendiği rolün yeniden ele alınmasına zemin oluşturmuştur.Buradan hareketle, söz konusu çalışmada Türkiye'deki sağlık sigortacılığı kavramsal olarak ele alınmasının ardından gerek kamu gerekse özel sektör ekseninde sorunlarının tespiti, nedenleri ve bu sorunlara yönelik çözüm önerilerinden bahsetmektedir.
