Özet
Genel tanımıyla kalite, bir ürünün ya da hizmetin durumu, niteliği ya da değeri anlamındadır. Sağlık Hizmetlerinde Kalite ise; mevcut bilgi düzeyi temel alınarak tasarlanan hizmet sunum sürecinin, müşteri talep nedeni olan hastalığı ve/veya sağlığı ile ilgili "istenmeyen sonuçların" azalmasına ne ölçüde katkı sağladığıdır Sağlık Hizmetlerinde Kalite Yönetimi, kaliteye ilişkin hasta beklentilerini karşılamayı amaçlayan bir yönetim sürecidir. Ülkemizde sağlık hizmetlerinde uygulanan kalite yönetim sistemi modelinin hiyerarşik yapısının, Sağlık Bakanlığı Sağlıkta Kalite ve Akreditasyon Daire Başkanlığı, il kalite koordinatörlüğü ve hastane kalite yönetim birimleri şeklinde olduğu görülmektedir. Bu araştırma ile Seka Devlet Hastanesinde çalışan personelin; sağlıkta kalite standartları uygulamalarıyla ilişkili hasta odaklılık, çalışanların katılımı, süreç yaklaşımı, karar verme yaklaşımı, sürekli iyilileştirme ve yönetimin liderliği değişkenlerine bakış açıları incelenmiştir. Sağlıkta kaliteli hizmet sunumunun mümkün olması için tüm personelin kurumun hizmet kalitesini arttırma ile ilgili politikasını anlamış ve benimsemiş olması gereklidir.
In general Quality is the state of a product and service or its value or essence. Quality in Health Care Services can be measured as the effectiveness of service delivery process which is designed based on the current level of knowledge to decrease "unintended consequences" resulting from patients' request in case of diseases and changes in state of health. Quality Management in Health Care Services is the process which aims to fulfill patient expectations relating to qualified service delivery understanding. In Turkey, the Health Care Services Quality Standards prepared by Ministry of Health are meant for all Hospitals including public and private sector. The hierarchical structure of the quality management system model in our country starts from Quality Improvement and Accreditation Department at the Ministry of Health, then the provincial coordinators at city level and quality control units at hospitals at the bottom. This study explores the views of Seka State Hospital health care staff about patient centric behavior, staff involvement, process oriented approach, decision-making, continuous improvement and leadership approaches of hospital management on the application of quality standards among Health Care Services given at Seka State Hospital. In order to achieve quality in Health Care Services, a good understanding of corporation's policy about raising the standards about qualified services is vital.
