dc.description.abstractÇalışmanın amacı, Türkiye'nin toplumsal tarihinde önemli bir yer oluşturan ve devletin temel hizmet kategorilerinden biri olan sağlık olgusunu, 2003 yılı itibariyle Sağlıkta Dönüşüm Programının kategorik evrimi ve dönüşüm süreçlerini, amaçlanan ve gerçekleşen sağlık politikalarının hangi şekillerde etkide bulunduğunu ve hangi dönüşüm süreçlerinin gerçekleştiğini ortaya koymaktır. Sağlıkta dönüşüm programı ile sağlık hizmetleri alanında dünya çapında bir kamu sağlık sigortası sisteminin uygulamaya geçirilmesini, kamuya bağlı olan hastanelerde finansal ve idari açıdan özerklik verilmesi, aile hekimliği sisteminin yaygınlaştırılması, koruyucu ve geliştirici sağlık hizmetlerine olan önemin arttırılarak daha sağlıklı bireylerin oluşturduğu bir toplum oluşturulması, sağlık hizmetleri sunan kurumlar arasında rekabetin teşvik edilmesi, sağlık hizmetlerinin etkinliğinin artırılması için diğer sektörler ve kuruluşlar ile işbirliği içinde olunması, elde bulunan kaynakların en iyi şekilde değerlendirilmesi, insan kaynaklarının ve fiziksel donanımın en etkin biçimde planlanması öngörülmüştür. Çalışma tümü itibariyle teorik bir nitelik taşıdığı için tarihçi metottan yararlanılarak hazırlanmıştır. Bu metot çerçevesinde kaynak taraması tekniği esas alınmış olup bunun yanında mesleki bilgi, deneyim ve gözlemlere de yer verilmiştir.

As all theoretical work has a quality that is given to methods for the historian. This method is based on the technique in the context of literature as well as professional knowledge, experience and observations have also been included.
