dc.description.abstractBu tez çalışmasında; uluslararası yapının en önemli sorunlarından biri olan etnik sorunlar ve etnik sorunların çözümünde Birleşmiş Milletlerin rolü ele alınmaktadır. Özellikle Soğuk Savaşın bitmesi ile beraber hız kazanan etnik milliyetçi sorunlar, uluslararası toplum için yeni kavramlar ve güvenlik anlayışları getirmiştir. Bugüne kadar olan devletlerarası çatışmaların yerini daha çok devlet içi sorunlar almaya başlamıştır. Uluslararası yapının ve hukukun sağlanmasında temel aktör olan Birleşmiş Milletler, uluslararası yapıdaki bu değişikliğe yeterince adapte olamadığından dolayı etnik sorunların çözümünde yeterli etkinlik gösterememektedir. Bu hipotez Birleşmiş Milletler'in etnik sorunların çözümünde icra etmiş olduğu faaliyetlerin incelenmesi ile test edilecektir.
dc.description.abstractIn this thesis; one of the most significant issues of international area : ethnic conflict, and role of UN in solving the matters of ethnic conflict are evaluated. Especially Ethnic Nationalist issues, which were speeded up by the end of the Cold War, invented new concepts and new security understanding for international society. Clash among states of past has been replaced by interior issues. UN has not been efficient sufficiently, as a result of its inabilty to adapt itself to alteration of international area, which is basic actor in provision of international law. This hypothesis will be tested through examination of actions taken against ethnic issues by UN.
