dc.description.abstractÇalışmanın amacı performans uygulamalarının sağlık sektöründe nasıl uygulandığını açıklamaktır. Bu amaca yönelik olarak sağlık, sağlık hizmeti, sağlık hizmetlerinin Türkiye'deki tarihi süreci, performans kavramı, unsurları ve ülkemizde uygulanmakta olan sağlıkta performans uygulamaları incelenmiştir. Çalışmada tarihçi metot kullanılmış ve ağırlıklı olarak kaynak taraması yapılarak literatür çalışmalarından faydalanılmıştır. Sağlık hizmetleri topluma sunulan hizmetlerin vazgeçilmez bir unsurudur. Sağlık hizmeti veren kurumlar, toplumun ihtiyaçlarını giderebilmek için sürekliliklerini sağlamak ve ayakta durmak zorundadırlar. Ülkemizde Sağlıkta Bakanlığı, "Sağlıkta Dönüşüm" kapsamında bir takım performans uygulamalarını hayata geçirmiştir. Bu kapsamda uygulanan performansa dayalı ek ödeme sistemi, performans uygulamalarının kamu sektöründe uygulanabilmesi açısından önem taşımaktadır. Bu uygulamalar sağlık hizmetlerine ulaşmaya, bu hizmetlerden faydalanmaya, hizmetin kalitesine, sektörün gelişmesi ve iyileştirilmesine katkı sağlamıştır. Objektif olarak değerlendirildiği zaman sağlıkta uygulanan bu performans uygulamalarının gerekli olduğu fakat yeterli olmadığı anlaşılmaktadır.
dc.description.abstractThe aim of the study is to explain how the performance applications are applied in health sector. Intended for this purpose, health, health care service, historical process of health services in Turkey, performance concept and its elements and performance applications being implemented in our country are examined. In this study, historian method is used and it is mainly benefited from the literature reviews. Health care is an indispensable element of the services offered to the community. Health care institutions should ensure continuity and remain standing to satisfy the needs of society. In our country, the Ministry of Health has carried out a several performance applications within the extent of "Health Transformation". Additional performance-based pay system applied in this context is important in terms of the implementations of performance applications in the government sector. These applications has contributed to the access to health care, benefit from these services, the quality of the services, development and improvement of the sector. When it is objectively evaluated, it is understood that these performance applications implemented in health sector is essential, but not sufficient.
