dc.description.abstractTürkiye'de, bilgi ile iletişim teknolojisinin gelişimi ve bilgi teknolojilerinin ticari anlamda kullanılmaya başlanmasıyla beraber, ticari faaliyetler adına gereken belge ve bilgiler elektronik ortamlara aktarılarak; işlemlerin bu ortam içinde yapılmaya başlandığını söylemek mümkündür. Bilgi teknolojileri, bir bilginin toplanmasını, işlenmesini, bilginin saklanmasını ve gerektiğinde herhangi bir yere iletilmesini ya da herhangi bir yerden bu bilgiye erişilmesini elektronik, optik ve benzeri tekniklerle otomatik olarak sağlayan teknolojiler bütünüdür. Sağlık hizmetlerinde kalite, hizmetlerin bilimsel standart ve normlara ve kişilerin beklentilerine uygun biçimde sunulmasını ifade etmektedir. 1970 yıllarda masa üstü bilgisayarların devreye girmesi ile hastane bilgi sistemlerinde bilgisayarlı uygulamalar daha da yaygınlaşmış, hastane otomasyonu hızla yayılmaya başlamıştır. Hastane bilgi sistemleri, hastanelerin çeşitli düzeylerindeki yöneticilerine yardımcı olmak amacıyla, bilgi toplama ve bilgiyi yayma fonksiyonlarını üstlenen ve değişik kaynaklardan elde edilen verileri bütünleyebilen bir sistemdir. Bilgisayar destekli hastane bilgi sistemlerinin yönetim faaliyetlerini destekleyen bilgi sistemlerinin, finansal ve personel bilgi sistemini ile tanı ve tedavi bilgi sistemleri kapsamında hasta tedavi, hasta bakımı, laboratuar, eczane bilgi sistemi gibi alt sistemleri kapsaması gereklidir. Bununla beraber, tıbbi kayıtların bilgisayar ortamında tutulmasında veri güvenliği yanında tıbbi bilgilerin gizliliğinin de korunması gerekmektedir.
dc.description.abstractWith the development of information and communication technology and the introduction of information technologies in commercial terms, it is possible to say that the documents and information required for commercial activities are transferred to electronic media and transactions are started in this environment in Turkey. Information technology is the whole set of technologies that provide the collection, processing, storage of information and transmission wherever necessary or electronic, optical and similar techniques to access this information from anywhere. Quality in health services refers to the provision of services in accordance with scientific standards and norms and expectations of people. With the introduction of desktop computers in 1970, computerized applications in hospital information systems became more widespread and hospital automation started to spread rapidly. Hospital information systems are a system that collects data from different sources and assumes the functions of collecting and disseminating information in order to assist the managers at various levels of hospitals. Information systems that support the management activities of computer-aided hospital information systems are required to include financial and personnel information systems and sub-systems such as patient treatment, patient care, laboratory, pharmacy information system within diagnosis and treatment information systems. However, keeping the medical records on the computer requires protecting the confidentiality of medical information as well as data security.
