dc.description.abstractTürkiye Cumhuriyeti Sosyal bir devlettir. Sosyal devlet olmanın gereği olarak, Sosyal Güvenlik Hukuku ile ilgili birçok önemli adımlar atmıştır bu kapsam da 5510 sayılı Sosyal Sigortalar ve Genel Sağlık Sigortası kanunu düzenlenmiş ve yürürlüğe girmiştir. Kanun'un en önemli alanını Genel Sağlık Sigortası oluşturmaktadır. Genel Sağlık sigortası kapsamında, kişilere, hastalıktan önce Koruyucu sağlık hizmetleri, hastalıktan sonra ise tedavi edici sağlık hizmetleri sunulmaktadır. Kanun sağlık hizmetlerinden yararlanma konusunda, prim ödeme, kimlik tespiti, katkı payı ödeme, hizmet basamaklarına uyma ve sevk zincirine uyma şartlarını düzenlemiştir. Bura da hizmet basamakları ve sevk zinciri ile diğer dünya ülkelerinde olduğu gibi, sağlık hizmetlerinin daha etkin bir şekilde sunulması hedeflenmektedir.
dc.description.abstractThe Republic of Turkey is a welfare state. As a result of being a welfare state, Turkey undertook many significant measures on te Social Security Program by enacting bills and implementing them, such as the Social Insurances 5510 and the General Health Insurence. It is the General Health Insurance that plays the most important role in the statute. Under the General Health Insurance; Persons are provided with protective health services before the health problems occur and the treatment services after the problems occur. The act promulgated and provided persons with Premium payments, identity checks, contribution payments, comliance with the service degrees and both the conditions and the compliance with the referral systems on the utilization of the health services. Here, the aim was to provide more efficient health services and similar service degrees and referral systems with the other countries.
