Siber güvenliğin stratejik bakış çerçevesinde konumlandırılması: Tehdit/caydırıcılık bağlamında örnek kriz incelemeleri

Özet
Uluslararası ilişkilerdeki tehdit, caydırıcılık ve güvenlik kavramlarının zaman içindeki değişimleri ve savaş araçlarında yarattığı dönüşüme vurgu yapılarak örnek krizler bağlamında günümüzde siber çatışma döneminin yaşandığı belirtilmiştir. Siber çatışmada, siber silah kavramına odaklanarak siber kavramların ulusların milli güvenliklerinde oynadıkları rolün güçlü ve zayıf yönleri stratejik perspektifte tespit edilmeye çalışılmıştır. Böylece 21. yüzyılda asimetrik tehditlerin ortaya çıkmasıyla aktörler arasında yaşanan rekabet ve güç elde etme yarışının ciddi bir küresel siber kriz yaşanması ihtimalini oluşturduğu değerlendirilmektedir. Bu doğrultuda siber silahların konvansiyonel veya nükleer bir savaşa girmeden aynı sonuçları sağlayabilecek şekilde etkin ve etkili olduğu, kritik alanlara yönelik etkilerinin ve sonuçlarının domino etkisiyle büyük zararlar verebileceği, iç hukukta buna yönelik önlemler alındığı fakat uluslararası alanda henüz düzenlemeler gerçekleştirilmediği üzerinde durulmuştur. Siber güvenlik alanında tüm aktörlerin özgürlüklerini, eşitliklerini, haklarını ölçecek bir işbirliği modelinin geliştirilmesine yönelik siber uzaydaki faaliyetlerin kolay ölçülebilebileceği kuralların ve bu kuralları denetleyecek bir üst otorite kurumunun zorunluluğu vurgulanmaktadır. Sonuç olarak teknolojik gelişmeler sonucunda geleneksel güvenlik algılamalarının ve sınırlarının yerine aktörler arasında yaşanacak çatışmaların siber alanda gerçekleşerek uluslararası ilişkilerde hakim inanış haline dönüşeceği değerlendirilmektedir. Bu değerlendirme neticesinde gelecek düzen hakkında öngörüler belirlenerek küresel anlamda çözüm için bazı model önerileri sunulacaktır.
Emphasizing the changes in the concepts of threat, deterrence and security in international relations over time and the transformation they have created in war vehicles, it was stated that the cyber conflict period is experienced today in the context of exemplary crises. In cyber conflict, focusing on the concept of cyber weapons, the strengths and weaknesses of the role of cyber concepts in the national security of nations have been tried to be determined in a strategic perspective. Thus, in the 21st century, with the emergence of asymmetric threats, it is considered that the competition between actors and the race to gain power creates the possibility of a serious global cyber crisis. In this direction, it has been emphasized that cyber weapons are effective and effective in such a way that they can provide the same results without entering a conventional or nuclear war, their effects and results on critical areas can cause great damage due to the domino effect, measures have been taken in domestic law, but regulations have not been made in the international area yet. In the field of cyber security, it is emphasized that the rules that can be easily measured for the activities in cyber space and the necessity of a higher authority institution to control these rules are emphasized to develop a cooperation model that will measure the freedom, equality and rights of all actors. As a result, it is considered that as a result of technological developments, instead of traditional security perceptions and limits, conflicts between the actors will take place in the cyber space and turn into the dominant belief in international relations. As a result of this evaluation, predictions about the future order will be determined and some model proposals for a global solution will be presented.
