Türkiye'de sağlık sistemi ve Kamu Hastaneleri Birliği sisteminde yaşanan yönetsel sorunlar (Konya örneği)

Özet
Sağlık Bakanlığı'na bağlı hastaneler Kamu Hastaneleri Birliği Sistemine geçişin yaşandığı bu süreçte vatandaşlar ve çalışanlar bu sistemin kendilerine ne getireceğini merak ettikleri görülmektedir. Kamu Hastaneleri Birliği sistemine geçiş vatandaşlar için hizmete erişim ve hastaya verilen önem dışında hissedilir bir değişiklik getirmemiştir. Sağlık Bakanlığı çağın gereklerine uygun profesyonel sağlık tesisi işletmeciliğini amaçlayarak Türkiye Kamu Hastaneleri Kurumu'na bağlı illerde Kamu Hastaneler Birliği Genel Sekreterliklerini kurmuş ve hayata geçirmiş bulunmaktadır. Çalışmada anket yöntemiyle Konya'daki Kamu Hastane Birliği sisteminde çalışan 265 kişi üzerinde yapılmıştır. Çalışmada Kamu Hastaneler Birliği sistemine ge-çil¬dikten sonra yönetimde yaşanan sorunların tespit edilmesi amacıyla Konya ili Ka-mu Hastaneler Birliği Genel Sekreterliği'ne bağlı hastanelerde yapılan araştırma sonuçlarına göre, personelin iş yükünün arttığı, hizmet sunumu ve hizmet kalitesinin arttığı görülmüştür. Hastaya ve hasta güvenliğine verilen önemin arttığı, sağlık çalışanlarının hastaneden el¬de ettikleri ek ödeme gelirlerinin artmadığı sonucuna ulaşılmıştır. Ayrıca, KHB kurulduktan sonra ek ödemelerin adaletli yapılmadığı, yönetici maaşlarında azalma olmadığı, çalışan memnuniyetinin artmadığı, çalışanlara hakkaniyetli davranılmadığı tespit edilmiştir. Çalışanların kurumsal bağlılıkları KHB uygulaması ile azalmamıştır, KHB yapılanma¬sı ile çalışanların motivasyonu artmamıştır, KHB iş barışını arttırmamıştır. Also, after the establishment of the Association of Public Hospitals done justice of the additional payment, the administrator is not a reduction in salary, which increased employee satisfaction, the employee was determined not treated fairly. Organizational commitment of employees has declined with the implementation of the Public Hospitals Association, the motivation of employees has increased with the construction of the Association of Public Hospitals, Public Hospitals Association of the business did not increase the peace.
