dc.description.abstractBu Tez çalışmasında Avrupa Birliği hibe projelerinin tam üyelik sürecine katkıları incelenmeye çalışılmıştır. Hibe projeleri tam üyelik sürecinde doğrudan etkiye sahip bir faktördür. Avrupa Birliği, demokrasi, insan hakları ve pazar ekonomisi konusunda aynı temel değerleri paylaşan 27 üyeden oluşan bir oluşumdur. AB bu ülkelerin ekonomik ve sosyal gelişmelerine çeşitli mali araçlarla finansal olarak katkı sağlar. Birlik içersinde yer almak isteyen ülkeler, aday ülke olarak kabul edildiklerinde katılım öncesi finansman adı verilen artırılmış mali destek almaktadırlar. AB katılım öncesi finansmanının amacı aday ülkelere AB üyeliğine hazırlanmaları için yardımcı olmaktır. Bu sebeple hibe projeleri Avrupa Birliğine uyumun gerçekleşmesi icin hızlandırıcı bir görev üstlenmektedir. Dolayısıyla hibeler hem aday ülke hem de Birlik açisindan oldukça büyük bir öneme sahiptir. Türkiye'nin adaylık sürecinde hibe projelerinin yeri ayrıntılı olarak incelenmiş ve Avrupa Birliği'ne uyumun gerçekleştirilme çalışmalarında hibe projelerinin birinci derece öneme sahip olduğu anlaşılmıştır. Bununla birlikte tez içerisinde Avrupa Birliği'nin kuruluş hikayesi ve yapısal organları ile AB-Türkiye ilişkileri anlatılmış ve uyum sürecinde meydana gelen değişikliklere ilişkin detaylı bilgi verilmiştir.
dc.description.abstractIn this thesis, The precise affiliation to the European Unions?s Grant Projects was researched. Grant Projects have direct influence to precise affiliation. The European Union, is a formation of 27 countries which are sharing the same values such as democracy, human rights and market economy. The EU, contribute these countries economic and social developments by financial instruments. The countries which want to take part in this union, receive increased financial support named ?funding before participation? if they are accepted. The purpose of this funding before participation is, helping the nominee countries to prepare themselves to EU affiliation. Therefore, grant projects accelerate the compatibility to the European Union. Consequently, grants are very important for nominee country and for the Union as well. During Turkey?s nominee period grant projects place are researched detailed and understood that, the Grant Projects are the most important factor of compatibility to the Eurpoean Union. Nevertheless, in the research the European Unions?s foundation history and structure and the changes that occurred during the relationship of EU-Turkey explained and detailed information was given.
