dc.description.abstractHastaneler oldukça karmaşık organizasyonlardır ve bir takım yönetim ve organizasyon sorunları mevcuttur. Türkiye'nin Sağlık sistemi içerisinde yer alan kamu hastanelerinde de benzer sorunlar mevcuttur. Personel sorunları, finansman sorunları, sağlık hizmetinin talebinden kaynaklanan sorunlar, fiziki yapıdan kaynaklanan sorunlar, iş bölümü ve uzlaşmadan kaynaklanan sorunlar, yönetim sorunları bunlardan bazılarıdır. Hastanelerde görülen bu sorunların çözümü de ancak modern yönetim anlayışına sahip yöneticilerin iş başına getirilmesi ile mümkün olur. Sağlık ve yönetimle ilgili politikaların istikrarlı bir şekilde uygulamaları gerekmektedir. Sağlık yönetim sistemimiz ile bütün kademelerinde görülen yönetim ve organizasyon sorunları; ülkemizin şartları doğrultusunda yeni bir sistemin hayata geçirilmesini elzem hale getirmiştir. Yapılan bu çalışmayla kamu hastanelerinin eski yönetim ve organizasyon yapıları ile teşkilat yasası doğrultusunda yeniden şekillenen yönetim ve organizasyon yapıları ayrıca bu yönetim ve organizasyon yapılarında karşılaşılan sorunlar ortaya konmuştur. Hastanelerde karşılaşılan en önemli sorun, yönetim ve personel sorunudur. Hastanelerimizin de, modern bir yönetim anlayışı ile kaliteli ve etkin bir sağlık hizmeti sunumu verebilmesi için devlet ve personel politikalarının bu yönde, siyasi çekişmelerden uzak uygulanması gerekmektedir.
dc.description.abstractHospitals are very complex organization and there are a number of management and organization problems. Turkey is located within the health system, there are similar problems in public hospitals. Staff problems, financial problems, health care problems arising from the demands of the physical structure problems caused, arising from the division of labor and reconciliation issues, management issues are some of them. The solution of this problem is also seen in hospitals but with a modern management approach is possible with the introduction of managers per job. Health related policies and management practices must be in a stable manner. With health management system at all levels of management and organization problems seen; countries in accordance with the terms of our implementation of a new system has made it essential. Through this work the old management and organizational structure of public hospitals in line with the organization's law also reshaped the structure and management problems encountered in the management and organizational structure have been revealed. The most important problem encountered in hospital management and staff is a problem. At our hospital, with a solid understanding of modern management and effective delivery of health services and personnel policies in order to provide the state in this direction, away from political strife should be applied.
