dc.description.abstractBir ülkenin güvenliği ve ekonomik refahı, havacılık sisteminin güvenli bir şekilde çalışmasına bağlıdır. Sivil havacılığa yönelik ortaya çıkan yeni tehditleri ve bu tehditlerin etkileyeceği potansiyel alanları saptamak, olabilecek muhtemel etkilerini ortaya çıkarmak, düzeltici önlemleri almak ve elde mevcut kaynakları daha verimli kullanmak için yeni teknik ve prosedürlerin geliştirilmesine sürekli bir ihtiyaç vardır. Bu ihtiyacı karşılayacak yöntemin adı Güvenlik Yönetim Sistemi (GYS) dir. GYS, ülkelerin sivil havacılığa yönelik güvenlik risklerini tutarlı ve proaktif bir şekilde tanımlamasına ve yönetmesine olanak tanımaktadır. Bu tez çalışmamda ülkemizdeki havacılık sektörü incelenerek, uluslararası düzeyde kabul görmüş standartlara, prosedürlere ve uygulamalara göre nasıl bir GYS'ye sahip olması gerektiği üzerinde durulmuştur. Bu kapsam dâhilinde; öncelikle sektörü tanımak için sivil havacılığın önemi ve tarihsel gelişimi, sektörel gelişmeler ve beklentiler, son yıllarda sivil havacılığa yönelik meydana gelen tehditler ve etkileri, bu yönde ulusal ve uluslararası kuruluşların almış oldukları önlemler ve GYS hakkında yapmış oldukları çalışmalar, havacılık güvenliğinin başlıca bileşenlerinden biri olan Milli Sivil Havacılık Güvenliği Programı (MSHGP) ve ülkemizdeki uygulamaları incelenmiştir. Sonuç olarak ülkemizde sivil havacılığa yönelik tehditlerin önlenmesinde etkin bir rol oynayacak olan GYS'nin kurulması ve devam ettirilmesi için yapılması gereken hususlar maddeler halinde ortaya konulmuştur.
dc.description.abstractThe security and economic well-being of a country depends on the safe operation of the aviation system. There is a continuing need to identify new threats to civil aviation and the potential areas that these threats will affect, to develop new techniques and procedures to uncover potential impacts, take corrective action, and use existing resources more efficiently. The name of the method to meet this requirement is the Security Management System (SeMS). SeMS allows countries to identify and manage the security risks to civil aviation consistently and proactively. In studying this thesis, the aviation sector in our country is examined and it is emphasized how internationally accepted standards, procedures and applications should have a SeMS. Within this scope; the importance and the historical development of civil aviation, the sectoral developments and expectations, the threats and effects of civil aviation in recent years, the measures taken by national and international organizations and the studies they have done about SeMS in this field, The National Civil Aviation Safety Program (NCAPS) and its practices in our country have been examined. As a result, the necessary things to be done in order to establish and maintain SeMS, which will play an effective role in preventing threats to civil aviation in our country have been put forward.
