Özet
Sivil Toplum Kuruluşlarının (STK) son dönemde küresel ve yerel politika yapım ve karar alma süreçlerindeki rolü anlamlı şekilde artmıştır. Özellikle devlet mekanizmasının yeterince ilgi göstermediği veya yeterli yeteneğe sahip olmadığı alanlarda üçüncü sektör olarak STK’ların varlığı ve fonksiyonu toplumsal gelişime katkı sağlamıştır. Bu bağlamda özellikle “sivil”, “sivil toplum” ve “sivil toplum kurumu” kavramlarının tarihsel ve teorik perspektiften incelenmesi örgütlenmenin önemini ortaya çıkaracaktır. Diğer taraftan STK’ların işlev alanlarının çeşitliliği, kâr amacı gütmemeleri ve gönüllülük esasına dayanan özellikleri ve diğer olanakları bireysel özgürlüklere de alan açabilecektir. Aynı zamanda karar verme süreçlerinin daha demokratik yürütülebilmesi ve ulusal/küresel refahın dengeli/eşit dağılımının gerçekleşebilmesi için, STK’ların kurumsal anlamda rolünün artabileceği ve politika üretiminin hiyerarşik kalıplarının yerini işbirlikçi ağ benzeri müzakere ve pazarlık türlerine bırakabileceği değerlendirilmektedir. Bu çerçevede yapılan çalışmada sivil toplum olgusuna ilişkin kavramsal veriler ve örgütlenme ile ilgili konular tarihsel süreç ile birlikte tanımlanacak ve toplumsal değişime katkıları nitel araştırma yöntemi ile araştırılacaktır.
The role of Civil Society Organizations (CSOs) in global and local policy-making and decision-making processes has increased significantly in recent times. The presence and function of CSOs as a third sector, especially in areas where the state mechanism has not shown sufficient interest or capability, has contributed to social development. In this context, examining the concepts of "civil", "civil society" and "civil society institution" from a historical and theoretical perspective will reveal the importance of organizing. On the other hand, the diversity of the functions of CSOs, their non-profit and voluntary nature, and other possibilities may open up space for individual freedoms. At the same time, in order to ensure more democratic decision-making processes and a balanced/equitable distribution of national/global welfare, the institutional role of CSOs may increase and the hierarchical patterns of policy-making may be replaced by collaborative network-like negotiation and bargaining. In this study, conceptual data on the phenomenon of civil society and issues related to organization will be defined together with the historical process and their contribution to social change will be investigated through qualitative research methodology.
