AN INDEX PROPOSAL ON CITY SECURITY: A SECURITY INDEX FOR TURKISH CITIES

| dc.description.abstract | Security constitutes one of the important dimensions of social life. It is an important matter of debate to what extent the city, which was founded on the promise of providing a safe living space to the society it lives in, has been able to provide this. The fact that especially unequal and more fragile social groups do not feel safe brings with it criticism towards the design and management of the city in different areas from transportation to urban planning and architecture. Based on this, this study proposes a new security index, inspired by the "Provincial Life Index" published by TURKSTAT in 2016. In this study, TURKSTAT tried to understand the quality of life in the provinces with a data set of 11 variables, including security. While security is interpreted with four variables in TURKSTAT's index, the type of crime is increased to 19 in the proposed index, and terrorist incidents are also included in the index as a separate variable. While creating the proposed security index, the data were weighted, then proportioned to the population (100 thousand), and finally, the highest value was accepted as 100 and sorted accordingly. The weighting of the data was based on the "year of imprisonment" of the crime specified in the Turkish Penal Code. It is thought that the proposed index will allow the factors affecting security to be evaluated together and as a whole. In this way, it will be possible to understand how security varies between cities and how the security of any city varies over time. It is evaluated that the index can also be an indicator of the productivity of labor and capital allocated to security. | |
| dc.description.abstract | Güvenlik toplumsal hayatın önemli boyutlarından birini oluşturmaktadır. İçinde yaşadığı topluma güvenli bir yaşam alanı sunma vaadi üzerine kurulan kentin bunu ne kadar sağlayabildiği önemli bir tartışma konusudur. Özellikle eşitsiz ve daha kırılgan olan sosyal grupların kendini güvende hissetmemesi ulaşımdan mimariye kadar farklı alanlarda kentin tasarımına ve yönetimine yönelik eleştirileri de beraberinde getirmektedir. Buradan hareket eden bu çalışma, TUİK’in 2016 yılında yayınladığı “İllerde Yaşam Endeksi”nden ilham alarak yeni bir güvenlik endeksi önerisi sunmaktadır. TUİK bu çalışmasında illerdeki yaşam kalitesini içinde güvenliğin de olduğu 11 değişkenli bir veri setiyle anlamaya çalışmıştır. TUİK’in endeksinde güvenlik dört değişkenle anlamlandırılırken, önerilen endekste suç türü 19’a çıkarılırken, buna ilave olarak terör olayları da ayrı bir değişken olarak endekse dahil edilmiştir. Önerilen güvenlik endeksi oluşturulurken veriler sırasıyla: ağırlıklandırıldı, ardından nüfusa (100bin) orantılandı ve son olarak da en yüksek değer 100 kabul edilerek buna göre sıralandı. Verilerin ağırlıklandırılmasında, suçun Türk Ceza Kanunu'nda belirtilen "hapis cezası yılı" esas alınmıştır. Önerilen endeksin, güvenliği etkileyen faktörlerin bir arada ve bir bütün olarak değerlendirilmesine imkân vereceği düşünülmektedir. Bu sayede, güvenliğin kentler arasında ve herhangi bir kentin güvenliğinin zamansal ölçekte nasıl değiştiği de anlaşılabilecektir. Endeksin, güvenliğe ayrılan emek ve sermayenin verimliliğinin de bir göstergesi olabileceği değerlendirilmektedir. | |
