Barriers and preferences to leisure activities for wheelchair users in historic places
(Routledge Journals, Taylor & Francis Ltd, 2018) Evcil, Ayse Nilay
Historic sites and heritage buildings are popular places to visit in many parts of the world. This paper seeks to contribute to the body of knowledge regarding the experiences of wheelchair users at heritage sites. A questionnaire was used to collect descriptive data about preferences of and barriers faced by wheelchair users in Sultanahmet Square, Istanbul. Sultanahmet Square is the most popular tourist attraction in Istanbul, and contains an open-air museum featuring the city's oldest relic. The study shows that this heritage site is not sufficiently prepared for wheelchair users who wish to participate in a day trip. The challenges they experienced arose from difficulties many designers encounter while trying to create accessible environments and meet the requirement of restoration and conservation at the same time. The obstacles can only be overcome with the support of national policies that take into account the constraints and barriers that affect each location's accessibility. To promote the development of such policies, awareness about constraints and barriers must be raised among both the designers and service providers in tourism. Universal design offers guidelines that will help lead to better design solutions.

In this paper, it is aimed to evaluate quality of life by using objective indicators in cities of İstanbul, Ankara and İzmir regions defined by SPO in the study of hierarchy of settlements in Turkey. The factor analysis is performed to reduce variable sets which is formed of a number of objective indicators selected from the planning literature and cities are listed according to factor score rank of the analysis. İstanbul takes the first place in this list, whereas Isparta is the last. It can be said that crowded cities serve a variety of services and a colorful life for their citizens which make it valuable in the ranking of cities. As a result of factor analysis, 5 factors were obtained which explained 83 % of total variance. Therefore, the first group consisted of social-cultural and health factors, are found to be more related with quality of life. Every citizen has to right to move throughout a city safely and independently. The term accessibility refers this right in built environment mostly for public uses. In the beginning of 20th century, accessibility started from a restricted application but nowadays it became more comprehensive due to a better understanding of physical barriers in the world. Every day, in urban areas, the mobility of people and goods forms inner urban transportation. When urban transportation is carried in the form of public transportation, it becomes a public service. The urban public transport is one of the important services for all citizens since it is a public service provision. This service is provided by local government and it has been offered as a service without any distinctions between young, old, children, men, women, disabled, employee or retired or briefly to the society. Additionally, traffic congestion and the expence of owing and maintaining vehicles increase public transport usage in cities. In populous cities, spread over a wide area like Istanbul, urban public transportation improves the quality of urban life. Therefore, public service should aim to provide qualified, safe and accessible provisions. In this study, we examined the accessibility problems faced by wheelchair users when they travel through metro buses in urban transportation. As a result, the metro bus system used for 6 years in Istanbul urban public transport is not accessible for everyone even it is a new vehicle. This result shows the failure of metro bus to fulfil the requirement of law 5378. It is essential to provide equal services to citizens in order to take social sustainability. Everyone must receive immediately the chance of living of human dignity. At least accessibility must be provided in all public services after the adaptation of law 5378 in 2005. Additionally, all sanctions must be identified and implemented in each inadequately accessibility provision.
