Amerika Birleşik Devletleri'nde kamu diplomasisi ve lobicilik: Yahudi lobisi örneği

Özet
Devletler birbirlerinin kararlarını ve uygulamalarını değiştirmek ve etkilemek konusunda farklı davranışları belirlemektedirler. Bazı devletler baskı ve çatışmayı temel olarak belirlemektedir; bazı devletler için ise diyalog yöntemi daha fazla önem kazanmaktadır. Diplomasinin ön plana çıktığı yeni süreçte diyalog zorunlu hale gelmiştir. Fakat yıllar içerisinde uluslararası ilişkilerde birbirinden farklı yöntemler ortaya çıkmıştır. Bu yöntemlerin her biri bir devletin diğerini etkilemek adına geliştirdiği yeni bir alternatif haline gelmiştir. Bunlardan biri olarak kamu diplomasisi, hükümetlerin başka bir hükümetin fikrini değiştirmek ve başka bir toplumun algısını yönlendirmek adına kullanmış olduğu yöntemdir. ABD ise bu yöntemi dünya üzerinde en etkin ve en güçlü şekilde kullanan devletlerden biridir. İkinci Dünya Savaşı sonrasında ABD, kamu diplomasisini kendisini için bir dış politika aracı olarak benimseye başlamıştır. Öte yandan, kamu diplomasisi ABD içerisinde kullanılan etkili bir yöntemdir. Bu yöntemi en iyi uygulayan taraf da Yahudi lobisidir. İsrail'in desteği ile ABD'deki Yahudilerin güçlenmesini sağlayan Yahudi lobisi hem lobi faaliyeti yürütmekte hem de İsrail için bir kamu diplomasisi aracı olmaktadır. Çalışmanın birinci bölümünde kamu diplomasisi kavramının genel çerçevesine değinilmektedir. İkinci bölümde lobicilik faaliyetlerinin ABD'deki anlamı, ABD'nin kendi içerisinde uygulanan ve ABD'nin ülke dışarısında yaşamış olduğu kamu diplomasisi süreci ele alınmıştır. Son bölümde ise ABD'de geniş çaplı olarak bir faaliyet alanı bulunan Yahudi lobisinin, kamu diplomasisi uygulamak sureti ile yürütmüş olduğu lobicilik faaliyetleri yer almaktadır. States develop different attitudes to alter and affect the decisions of each other. Some of states determine the pressure and the conflict as a foundation; but for some states, dialogue method demonstrates more importance. In the new process that the diplomacy rose to prominence, the dialogue has become an obligation. However, over the years, the different methods came light in the international relations. Each one of these methods have become an alternative, developed by a specific state, to affect the other one. As one of them, public diplomacy is a method, which is used by a specific government, to change the other's opinion and to steer the perception of another society. The US is one of countries which apply this method in the most effective and powerful way. Following World War II, the US started to embrace the public diplomacy as a tool of foreign policy for its own strategies. On the other hand, public diplomacy is an effective method, used inside the US. The group who use this method the best is the Jewish lobby. This lobby which assists the Jews in the US by the support of Israel, and also a public diplomacy tool for Israel. In first chapter of study, the general framework of public diplomacy is mentioned. In the second chapter, the meaning of lobbying activities in the US and the public diplomacy process used inside the US and experienced outside by the US government. The last chapter includes the lobbying activities, applied through public diplomacy by the jew lobby, which has an extensive field of activity. Key Words : Diplomacy, government, lobby, public, state
