Özet
KAMU SAĞLIK KURUMLARI SATINALMA SÜRECİNDE MALZEME YÖNETİMİ ve TEDARİK ZİNCİRİ Çalışmanın amacı; sağlık kurumlarında malzeme ve stok yönetiminin önemi neticesinde tedarik edilecek ürünlerin etkin kullanımı ve alım sürecinde yaşanan sorunların hangi metotlarla aşılacağının incelenmesidir. Bu amaçla çalışma, üç bölüm halinde planlanmış, birinci bölümde malzeme sınıflandırmaları yapılarak, sağlık kurumlarında ne tür depolar bulunduğu araştırılmış ve tedarik zincirinin temelini oluşturan stok biriminin stok takip sürecini ne şekilde yürüttüğü, stok analiz yöntemlerinin neler olduğu konuları irdelenmiştir. İkinci bölümde, kamu ihale mevzuatı ve alım süreçlerinde kullanılan satın alma yöntemlerinin sağlık kurumlarına yansımaları incelenmiş ve üçüncü bölümde ise sağlık kurumlarında kullanılan ihale usulleri ve ne tür alımlar yapıldığına ilişkin süreçlere yer verilmiştir. Bu çalışmada tarihçi metot ve buna bağlı olarak kaynak taraması tekniğinden yararlanılmıştır. Ancak, çalışmanın özellikle üçüncü bölümünde sağlık kurumlarında yapılan alım süreçlerine yer verildiğinden, mesleki bilgi, gözlem ve deneyimlerden faydalanılmış, tanık olunan örnek olaylardan istifade edilmiştir. Çalışmada, kamu sağlık kurumlarının etkin bir mali yönetimle ne tür faydalar sağladığı ve alım sürecinin ihtiyacın doğmasından başlayarak, kabul komisyonu aşamasına gelene kadar ki geçen süreçte hangi aşamalardan geçtiğine ilişkin tedarik zinciri incelenmiştir.
THE PROGRESS OF PURCHASING MATERIALS MANAGEMENT AND SUPPLY CHAIN IN PUBLIC HEALTH INSTITUTIONS The study aim is to as a result of the importance of materials and inventory management and effective use of products and to be supplied in the purchasing process would overcome the problems with which method is examined. In this study, in three sections planned, the first section of material classifications made in health institutions, what kind of stores were investigated, and supply chain forms the basis of the stock unit inventory tracking process, in what way carried out, stock analysis what are the issues that were discussed. In this study, in three sections planned, the first section is material classifications made in health institutions, what kind of stores were investigated, and supply chain forms the basis of the stock unit inventory tracking process, in what way perform , stock analysis what are the topics that were discussed. In the second part, public procurement legislation and procurement processes used in the purchase method in the health institutions reflections examined. The third section the process are emphasized in healthcare organizations used procurement procedures and what type of purchases made. In this study the method was used historian technic and litterateur and depending on.However, in the third part of the study, especially in health facilities is given to the recruitment process, professional knowledge, observation and experience have benefited from, have been benefiting from the events witnessed in the examples. In this study, there is what kind of benefits in the public health institutions effective financial management and recruitment process need arise, starting from the acceptance committee stage until you come to the last process which passes through stages that the supply chain was investigated.
