Freedom of expression and press should be defended as a guarantee for the prevention of moral collapse in society against oppressive governments. The suppression of truth and the gradual narrowing of the diversity of ideas are extremely dangerous and harmful to society. This study focuses on the investigation of the EU reports on Turkey in terms of the freedom of expression and media. Changes in freedom of expression and press in Turkey between 2000 and 2019 in the context of progress reports will be examined through content analysis. It shows that the European Commission expects Turkey to take concrete steps to protect freedom of opinion and media and that Turkey made some legal arrangements to remove barriers to freedom of expression and media and expand these freedoms. However, Turkey could not make progress in freedom of expression and press despite recommendations.
