Özet
Yaşanan gerçekler göstermektedir ki; kriz anında yapılan faaliyetler yeterli olmamaktadır. Kurumların, şirketlerin ve işletmelerin faaliyetlerini verimli bir şekilde sürdürebilmeleri için kriz yönetimi konusunda bilgili olmaları gerekmektedir. İşletmelerin veya kurumların bu hassas dönemleri atlatabilmelerinde kullandıkları yardımcı unsurlar gelişen dünyadaki teknolojik gelişmeleri takiple mümkündür. Yeni iletişim teknolojileri baş döndürücü yapısıyla hızla gelişmektedir. Gelişmişliğin bir göstergesi olarak değerlendirilen teknoloji hayatımızın adeta vazgeçilmez bir parçası haline gelmiştir. Polis Teşkilatı kuruluşundan bugüne kadar hep değişim içerinde bulunmuştur. Bu değişimin en önemli sebebi suçlarda meydana gelen artış ve bu işlenen suçlarında değişim ve gelişimden nasibini almasıdır. Bu değişimin en önemli göstergesi suçla mücadelede yeni iletişim teknolojilerinin kullanılmasıdır. MOBESE ile özellikle farklı kriz zamanlarında krizlerin üstesinden gelmek artık daha kolay hale gelmiştir. Bu çalışmada; Kriz oluşmadan önce ve sonra krizle baş etmeye yönelik kullanılan yöntemlere değinilmiş, hangi durumlarda kriz meydana gelebileceği ve yeni iletişim teknolojilerinin krizi atlatmaya yönelik faydalarına değinilmiştir. Ayrıca; örnek bir vak'a ile MOBESE-İstanbul projesinin İstanbul Emniyet Müdürlüğü tarafından suçla mücadelede kullanılması üzerinde durulmuştur.
The realities of the life show that the reactions towards crisis are not enough. Associations, companies must have enough knowledge about the crisis Management to make their own activities more profitable on the time of crisis. Companies and associations need to keep pace up with the technological developments to be able to overcome this sensitive term for themselves. Communication technologies are progressing in a very fast way. The technology which is accepted as an indicator of development is undeniable part of our life. The Police organization has always been in innovation and transformation. These innovations are because of differences and newly used methods in crimes by criminals. The most important indicator of these innovations are the usage of communication technology in the fight against crime. Mobese as the bulk of practicing of these technologies makes possibleto overcomeall kinds of crisis. In this study; the methods of coping with the crisis in the time of forward and backward process of crisis is told, moreover it is touched the situations which are so vulnerable for crisis and the technologies which make crisis to be overcome easily. Besides all; one example of event is being told in the regards of the project of Mobese of Istanbul police organization on the point fight against crimes.
