Özet
Bilindiği üzere Sağlık sektörü tüm dünyada olduğu gibi ülkemizde de hızla gelişim gösteren ve toplumsal olarak ihtiyaç duyulan başlıca yatırım alanlarından biridir. Özellikle az gelişmiş ve gelişmekte olan ülkeler başta olmak üzere, kamu kaynaklarının yetersizliği ve bunun doğal sonucu olarak kamu yatırımlarının nispeten düşük seviyelerde olması ve fakat buna mukabil sağlık yatırımı ihtiyaçlarının günden güne artması, Özel Sağlık Kuruluşları'nın günümüzde ve gelecekte gerek toplumsal ihtiyaçlar bakımından gerekse gelişmekte olan bir pazar olması açısından ne denli önemli bir yere sahip olacağını gözler önüne serdiği aşikârdır. Bu bakımdan bu tez çalışmasında, Türkiye'de Özel Sağlık Kuruluşu kurmak isteyen veya isteyecek teşebbüs sahiplerine yol göstermek, Özel Sağlık Kuruluşları'nın faaliyete geçebilmeleri noktasında yasal mevzuatı irdelemek, yatırımcı adaylarının karşılaşılabilecekleri zorluklara önceden hazır olabilmelerini sağlayabilmek amaçlanmıştır. Bununla birlikte, sistem içerisinde bulunan eksiklikler ve önemli bulgular tespit edilerek öneri haline getirilecek ve henüz tam oturmamış olan Özel Sağlık Sistemi'nin gelişimine katkıda bulunmaya çalışılacaktır. Son olarak ise, Özel Sağlık Kuruluşları'nın genel ve ortak işletme maliyetleri tespit edilecek, örnek bir Özel Sağlık Kuruluşu Fizibilite Etüdü gerçekleştirilerek, teşebbüs sahiplerinin işletmeye yatıracakları sermayenin geri dönüş süresi ve yapılan yatırımın karlılığı hesaplanacaktır.
As is known; Health sector is one of the most developing and socially required investment area both in the world and in Turkey. Especially in less developed and developing countries, scantiness of public resources and as a natural consequence of this lower public sector investments not what but in contrast with increasing demand to the health sector investments, it shows how important the Private Health Institutes both in today and in future in terms of communal requirements and as being a developing and fast-growing market. Therefore, in this thesis study, it is aimed; to instruct the candidate investors who interests to invest into health sector, explicating the legal basis of Private Health Institutes legislation about operating the institute, to make ready the candidate investors in advance about the difficulties and probable cases which they may able to encounter with. Nonetheless, material absences and important diagnoses will be detected in the system and reported. With this way, it is going to try to contribute some benefits to the developing Private Health System also. Finally, at the end of the study, Private Health Institute's general and common business costs will be determined and identified, a sample Private Health Institute Feasibility Study will be made, and capital return period of investors' capital and productivity, profitability of investment will be calculated.
