Arktik Bölgesi, içinde barındırdığı zengin petrol ve doğal gaz yatakları nedeniyle hem politik hem de ekonomik anlamda önemli bir konumda yer almaktadır. Küresel ısınma nedeniyle eriyen buzulların Kuzey İpek Yolu olarak adlandırılan yeni deniz yolunu ortaya çıkarması ve açık denize alanlarının hem balıkçılık hem de kaynaklara erişimi kolaylaştırması, Bölge'nin devletler arasında yeni sömürge merkezine dönüşmesine neden olmaktadır. Eriyen buzulların ortaya çıkardığı yeni durumlar nedeniyle devletlerin ve uluslararası örgütlerin politikalarında değişime gideceği de açıktır. Eldeki çalışmamız üç bölümden meydana gelmektedir. Birinci bölümde Aktik Bölgesi'nin beşerî, coğrafi ve politik yapısına yönelik genel bilgiler, ikinci bölümde devletlerin ve örgütlerin hukuki düzenlemeleri ve son olarak üçüncü bölümde yerel halkları ile devletlerin petrol ve doğal gaz üzerindeki hakları ve çevresel sorumlulukları ele alınmıştır. Sonuç kısmında ise çalışma neticesinde elde edilen verilere yönelik genel değerlendirme yapılmıştır.This study includes the regulations in national and international law regarding the oil and natural gas resources in the Arctic Region, which has become one of the new competition areas from the last fifty years for its legal assessments of organizations such as the EU(European Union) and NATO (North Atlantic Treaty Organization), and legal regulations regarding the state rights to use the relevant resources and their environmental responsibilities of the coastal states of the Arctic Sea, and the legal frulations regarding the rights of the local people. The Arctic Region is in an crucial location both politically and economically due to its rich oil and natural gas deposits. The melting glaciers due to global warming have revealed the new sea route called the Northern Silk Road and the facilitation of access to both fishing and resources in open sea areas are leading the region to become a new colonial center among the states. It is also clear that the policies of states and international organizations might possibly change due to the new situations created by the melting glaciers. Our study consists of three sections. The first section provides general information on the human, geographical and political structure of the Arctic Region, the second section provides the legal regulations of states and organizations, and finally the third section covers the rights and environmental responsibilities of local peoples and states on oil and natural gas.
