Special emphasis is given to the implementation of language policies in the RM. The RM as a multi ethnic and multilingual state is home to Slav Macedonians, Albanians, Turks, Vlachs, Roma and many other communities. Language rights in the RM have always been regulated by law. Ohrid framework agreement (henceforth OFA), signed in 2001, is a language agreement according to which language rights are based on the majority principle where about languages other than Macedonian spoken by at least 20 per cent of the inhabitants of a municipality can also serve as official languages in local self governments.
