On the other hand, as access to information has reached the same level even in the most remote areas thanks to technology, academic competence has turned into a process completely dominated by the academics’ own initiatives and the institutional culture they operate in. In this context, corporate culture is a phenomenon that can be considered as a function of managerial ability. Consequently, in this study, it is aimed to examine in the context of managerial ability, the state universities in Turkey, under the conditions of equality by technology, transform their existing financial and academic human resources into trained academics, market-oriented workforce and academic influence through academic publications and citations.
