The institution is established in the early 18th century in Sweden for the first time. In Turkey the institution founded in 2010 in the 74th article of constitutional law under Public Audition (Ombudsman) name in pursuant of the amendments made in 1982 constitutional law. In following years this institution is regulated by 14.06.2012 dated 6328 numbered Public Audition İnstitution Law. The law in question offers accurate provisions but also provides insufficient and deficient parts.
