Giderek yaygınlaşan özelleştirme politikalarının ne durumda olduğunu araştırmak ve TKGM açısından bir durum değerlendirmesi yapmak çalışmamızın amacını oluşturmaktadır. Çalışmada tarihçi metot ve kaynak taraması tekniği esas alınmış ve ayrıca, deneyimli kurum çalışanları ile görüşme yapılmıştır. Özelleştirme uygulamalarının devlet bütçesine hem olumlu hem de olumsuz katkıları olduğu sonucu elde edilmiştir. Çalışmada ele alınan TKGM'nin özelleştirilmesi, kurumun bünyesinde barındırdığı görev ve yetkileri, ülkenin mülkiyet bilgilerinin güvenliği açısından hayati öneme sahip olup, özelleştirmeyle işleyiş yönünden hantal yapısının değişebileceği konusu tartışılmış, örneklerle alternatif uygulamalar aktarılarak yeni öneriler geliştirme amaçlanmıştır. Diğer ülkelerin tapu ve kadastro uygulamaları alternatif çözümler olarak değerlendirilmiştir. Kurumun saygınlığının ve güven duygusunun zedelenmemesi için özelleştirilmesinin, özelleştirmenin en olgun olduğu dönemlerde yapılması isabetli olacaktır. The aim of our study is to investigate what gradually widespreading privatization policies are like and to evaluate them from the viewpoint of General Directorate of Land Registry and Cadastre. In the study, historian method and source scanning techniqoe have been grounded on and also experienced institution personnel have been interviewed. It was found out that the privatization act has both positive and negative effects on state budget. The privatization of Directorate of Land Registry and Cadastre tackled in the study, the missions and authorities which have a crucial importance in terms of the safety of the property information of the country and that as a resuit of the privatization, the awkward structure of the instution could be changed was discussed and new alternatives have been put forth by giving examples for the purpose of improving further suggestions. The land registry and cadastre acts of other countries have been assessed as alternative solutions. In order not to harm the respectability and confidence of the institution, the institution should be privatised in the most proper privatization periods.
