Otonom silah sistemlerinin kullanımının uluslararası insancıl hukuk kuralları çerçevesinde incelenmesi

Teknoloji ve bilimin gelişmesiyle otonom silah sistemleri kullanımı artmaktadır. Lakin otonom silahların kullanımı ile ilgili çoğu uluslararası örgüt, kuruluş ve devletler tarafından kural boşlukları doğduğu, bu boşlukların ne şekilde doldurulacağı soru işaretidir. Bu tezde, uluslararası insancıl hukuk kaynakları ve ilkelerinden yola çıkarak öncelikle otonom silah sisteminin tanımını, ardından otonom silah kullanımı sonucunda sorumluluğun kime ne şekilde uygulanacağı anlatılmıştır.

With the development of technology and science, the use of autonomous weapon systems is increasing. However, it is a question mark that there are gaps in rules related to the use of autonomous weapons by most international organizations, organizations and states, and how these gaps will be filled. In this thesis, starting from the sources and principles of international humanitarian law, firstly the definition of the autonomous weapon system, and then, how the responsibility will be applied to whom as a result of the use of autonomous weapons is explained.
