Özet
Araştırmanın amacı, İsmet İnönü'nün cumhurbaşkanlığı yaptığı dönemde gerginleşen Türk-Sovyet ilişkilerini uluslararası konjonktürün ve iç dinamiklerin etkilerini de dikkate alarak bilimsel bir yaklaşımla değerlendirmektir. Çalışmada, 1939-1950 yılları arasında İnönü ve Stalin'in liderliğinde sürdürülen ilişkiler incelenmiştir. Dönemin siyasal atmosferini yansıtan gazetelerden, diplomatların anılarından, diplomatik belgelerden ve bu konu ile ilgili araştırma yapmış akademisyenlerin eserlerinden faydalanılmıştır. Atatürk'ün ölümünden sonra ilişkilerin bozulmasına iki ülkenin politik tercihlerinden çok 20.yüzyılın en karmaşık dönemi olan 1940'lı yılların özel koşulları neden olmuştur. II. Dünya Savaşı'nın yıkımından ülkesini korumaya çalışan İnönü bu politikasında başarılı olmuşsa da savaş dışında kalması SSCB'nin tepkisiyle karşılaşmış ve Alman yanlısı olmakla suçlanmıştır. İlişkilerin bozulmasının her iki tarafın yararına olmadığı Atatürk dönemi ile karşılaştırılınca anlaşılmıştır. Çalışmanın sonucuna göre; İsmet İnönü'nün uygulamış olduğu diplomasinin savaş sürecinde küresel güçlerin baskısını, savaş sonrasında da ısrarlı Sovyet taleplerini bertaraf ettiği düşünüldüğünde akılcı ve soğukkanlı diplomasinin askeri güç kadar etkili olduğu ortaya çıkmaktadır.
The objective of the research is to assess, with a scientific approach, the Turkish-Soviet relations which got tensed up during the period when İsmet İnönü was occupying the presidency office, in consideration of the impacts of international conjuncture and internal dynamics. The study examines the relations carried out under the lead of İnönü and Stalin between 1939 and 1950. This study builds upon the newspapers, diplomat's memories, diplomatic documents that reflect the political atmosphere of the period, and upon the works of academic staff who have made researches on this subject. The reason for retrogressing of the relations after the death of Ataturk was mainly due to the special conditions of 1940's which is the most complex period of the 20th century, rather than the political preferences of both countries. Despite İnönü was successful in his efforts to save his country from the demolishing impact of the World War II; staying away from the war triggered the reactions of USSR and he was blamed of being German-supportive. When compared to Ataturk period, it was comprehended that the rupture of the relations is no benefit for any of the parties. According to the consequence of the study, considering that the diplomacy adopted by İsmet İnönü eliminated the pressure of the global forces at the stage of the war and the insistent demands of Soviets after the war, it appears that a rationalist and coldblooded diplomacy is as effective as military power.
