Özet
Günümüz şartlarında ülkeler arasında gelişmişlik seviyesinde ortaya çıkan farkların asgari düzeye indirgenmesi amacıyla gerçekleştirilen faaliyetler, bu çalışmaların bölgeler seviyesinde başlaması gereğini ortaya çıkarmıştır. Küreselleşmenin yarattığı etkiler sonucunda bölgesel kalkınma bağlamında oluşan hızlı değişimler ile bölgelerin ekonomik ve siyasi güçleri bakımından yeniden önem kazandığı görülmüştür. Bölgelerarasında oluşan gelişmişlik seviyelerinde ortaya çıkan farkların artması, bir bölgenin başka bir bölgeye göre daha üstün olması sonucunda ülke genelinde sosyal refahın, barış ortamının ve ekonomik kalkınmanın doğrudan etkilendiği görülmektedir. İçinde yaşadığımız günlerde kalkınma konusuna ulusal pencereden bakarak bir bölgenin kalkınmasının sorumluluğunu üstlenen merkezi devletin yerini; bölgesel kalkınma ajansları almaya başlamıştır. Bu ajanslar yönetim anlayışı kapsamında özel sektör, bölgesel ve yerel kuruluşlar ve sivil toplum örgütlerinin katılımı ile oluşmaktadırlar. Avrupa Birliği'ne üyelik süreci ile birlikte Türkiye'de de bölgesel kalkınma politikaları yönetim, uygulama ve içerik bakımından dönüşüme uğramıştır. Bu dönüşüm sonrasında bölgesel kalkınma ajansları yoğun bir şekilde araştırılmaya başlanmıştır. Bu çerçevede hazırlanan çalışmanın temel amacı Türkiye'de bölgesel kalkınma politikalarında yaşanan değişimi, bölgesel kalkınma ajanslarının Türkiye durumunu değerlendirmek ve hibe projelerinin katkılarını incelemektir.
Nowadays, studies should be begun to minimize at the regional level for the purpose of the differences of the development level between countries. As a result of the effects of globalization rapid changes in the context of regional development gained importance in termos of economic and political power of the region. It is seen that social welfare, peace environment and economic development are directly affected as a result of the increase in the differences in development levels between regions and the superiority of one region compared to another region. The region development agencies took place central state responsibility for the development of region bu looking at the development from national window. These agencies are formed with the participation of private sector,regional and local organizations and non-governmental organizations within the scope of management approach. In Turkey, policy of regional development has been transformed in terms of aplication, management and content with the membership process to the European Union. After this transformation, regional development agencies started to be investigated intensively. The main objective of the stüdyo is examined the contributions of grant projects and evaluate this framework changes of regional development agencies Turkey status in Turkey.
