Bölünmüş ülkelerin birleşmesi : Kore örneği

Bu çalışmada, Güney ve Kuzey Kore'nin barışçıl ve istikrarlı bir şekilde birleşme gerçekleştirmesi için gerekli koşulların ne olacağı tespit edilmiştir. Gerekli koşulları araştırmak için tarihte bölünmüş ülkelerden birleşmesi gerçekleşen Vietnam, Yemen, Almanya ve yeniden bölünen Kıbrıs örnekleri üzerinde dikkat edilmesi gereken hususlar incelenmiştir. Ayrıca, Kore Yarımadası'nın bölünme sürecinden bu yana iki Kore'nin ilişkileri, çevre dört ülkenin politikası ve Kore'nin birleşmesiyle ilgili tutumu değerlendirilmiştir. İç ve dış ortamına bakıldığında, Kore birleşmesi çözülmesi gereken birçok sorunu barındıran karmaşık ve zor bir süreçtir. Bu nedenle, birleşme sürecinde çıkabilecek sorunları en aza indirmek için gerekli koşulları teker teker oluşturarak kademeli ve aşamalı yolla birleşmek gerekmektedir. Öncelikle, siyasi, ekonomik ve sosyal entegrasyonun temelini oluşturmak için iki Kore ilişkileri geliştirmelidir. Ayrıca, Kore Yarımadası'nda kalıcı barış sağlanması için askeri gerginlik azaltılmalı ve Kuzey Kore'nin nükleer sorunu çözülmelidir. Gelişen ilişkiler ve sağlanan kalıcı barış çerçevesinde dört güçlü ülkenin olumlu bir birleşme ortamı oluşturması gerekmektedir.

In this study, the necessary conditions for the unification of North and South Korea in a peaceful and steady way will be examined. To search for the necessary conditions, some important points on the examples of some countries that had been separated and then unified in history, like Vietnam, Yemen, Germany and Cyprus which was separated again, are analyzed. Also, the two Koreas' releationship since the separation of the Korean Peninsula as well as the approaches about unification of Korea and policies of four neighbour countries will be evaluated. Considering the Peninsula inside and outside, the unification of Korea is a complex and hard process which includes lots of problems that have to be solved. Therefore, it is necessary to unify with a gradual and progressive way making up conditions one by one in order to minimize possible problems in the process of unification. First of all, the two Koreas should develop their relationship to provide a basis of political, economical and social integration. Also, military tension should be reduced and nuclear problem of North Korea should be solved for the permanent peace in Korean Peninsula. Within the frame of developing relationships and permanent peace, four powerful countries should establish a positive unification environment.
