Özet
Terörizm, tarih boyunca var olmuş bütün devletler için tehdit iken ancak 11 Eylül saldırılarından sonra ne kadar büyük bir tehdit olduğu daha iyi anlaşılmıştır. Bu konuda başta Birleşmiş Milletler ve NATO olmak üzere Avrupa Birliği bünyesinde de terörizmle mücadele yollarıyla ilgili birçok düzenleme yapılmıştır. Bu çalışmanın amacı özellikle 11 Eylül saldırılarının Avrupa Birliği'nin terörizmle mücadelesindeki etkilerinin araştırılmasıdır.Terörizmle mücadele adına 11 Eylül sonrasında Birliğin ``Dış Güvenlik ve Savunma'dan'' ``Adalet ve İçişleri'' politika dallarında birçok değişim gerçekleşmiş ve temel hak ve hürriyetlerin kısıtlanması yoluna gidilmiştir. Yaptığım çalışma da ise, 11 Eylül saldırıları sonrasında Avrupa Birliği'nin terörizmle mücadelesinde, ``Güvenlik Politikaları'nın'' geçirdiği değişim incelenmektedir.Bu anlamda tezin birinci bölümünde terörizm kavramı ve 11 Eylül saldırılarının önemi incelenmiştir. İkinci bölümde 11 Eylül saldırıları öncesinde AB'de terörizm algısı ve güvenlik politikalarından söz edilmiştir. Son bölümde ise 11 Eylül sonrasında Birliğin ``Dış Güvenlik'' ve ``Savunma'' politikalarında meydana gelen değişimler açıklanmıştır.
The main purpose of this study is to investigate the impact of September 11 attacks on the policies of the European Union?s struggleagainst the terrorism. Terrorism has been a threat to all the states that existed throughout the history, but only after the attacks of September 11 it was better understood as a major threat to the international community. In this respect first of all, the United Nations and NATO and also within the European Union a lot of regulationsrelated to the ways to fight against the terrorism were made.Many changes occurred in the political branches of the Union's External Security and Defense, Justice and Internal Affairs as well as the restriction of fundamental rights and freedoms were also adopted to fight against the terrorism after September 11.In my study a change made in the Security Policies of the European Union in the struggle against the terrorism after the September 11 attacks is examined. In the last chapter, we describe the changes that occur in the External Security and Defense policy of the Union after September 11.
