Özet
Sendika; üyelerinin ekonomik, sosyal hak ve menfaatlerini koruyan, haksızlığa ve adaletsizliğe uğradığı durumlarda üyelerin başvurabileceği sivil toplum kuruluşlarıdır. Memur sendikacılığının gelişimi gerek dünyada gerek ülkemizde çeşitli aşamalardan geçmiştir. Memur sendikaları Ülkemizde 2001 yılında 4688 sayılı Kamu Görevlileri Kanunu ile yasal zemine kavuşmuştur. Bu gün üye sayısı ele alındığında ülkemizde üç büyük sendikanın olduğu, bunun yanı sıra az sayıda üyesi olan sendikaların da mevcut olduğu görülmektedir. Türkiye'de memur sendikalarında üyelik oranına bakıldığında kısmen siyasi duruma göre şekillendiği de bir gerçektir. Memur Sendikacılığı ve Sağlık İş kolunda ki bazı sendikaların çalışanlara karşı etik olmayan üye yapma yöntemleri ve sendikaların görevleri olmayan başka işlerle uğraşmaları, memur sendikacılığının gelişmesine zarar vermektedir. Üye yapma esnasındaki olumsuzluklar sağlık çalışanlarının sendikalardan uzak durmasını sonucunu meydana getirmektedir. Ülkemizde, kuruluş amacı doğrultusunda Devletine ve Milletine sahip çıkan sağlıklı sivil toplum kuruluşlarının oluşmasında büyük yarar bulunmaktadır. Bu kapsamda sivil toplum kuruluşu olarak memur sendikalarının asli görevleri, iş kolundaki memurların hak ve menfaatlerinin korunması çerçevesinde olmalıdır. Unions are the organizations to which members can apply to protect their social rights and interests when they face situations of injustice and disrespect. The improvements of public servants' unions have been through several stages in our country as well as in the whole World. The public servants' unions have reached the legal grounds in 2001 with the Law of Public Servants number 4688. Considering the number of members we can see three big unions; however, there are some other unions with few numbers of members. Considering the rate of increase in public servants' unions members, it can be seen that it is shaped partly by political conjuncture. Departments of officer Trade Unionism and Health Business of certain trade unions are harming the development of officer trade by unethically making their employees members and dealing with other jobs that are not their duty. The problems with the process of membership are causing health workers to stay away from unions. It is highly essential that non-governmental organizations are present in our country. The actual duties of the public unions are to be in the frame of the protection of the rights and interests of the officers, which would enable them to function efficiently.
