Abstract
Bu çalışmanın amacı; Almanya'da 1998 yılında ilk defa iktidara gelen Kırmızı-Yeşil koalisyon hükûmetinin güvenlik politikaları Neo-Realist ve Neo-Liberal kurumsalcılık açısından incelenmesidir. Kırmızı-Yeşil koalisyon hükûmetinin iktidarda olduğu dönemde Kosova Savaşı, 11 Eylül Terör Saldırıları, Afganistan Savaşı, Irak Savaşı ve NATO Genişlemeleri gibi meydan okumalarla karşı karşıya kalmıştır. Bu gelişmelerin Almanya'nın İkinci Dünya Savaşı'ndan beridir sürdürmüş olduğu Transatlantikçi güvenlik kimliği yapısına nasıl etki yaptığı incelenmiştir. Araştırma sonucunda Kırmızı-Yeşil koalisyon hükûmetinin ilk defa sınır ötesine Kosova'ya, ardından 11 Eylül Terör Saldırıları sonucunda Afganistan'a asker göndermesi ve Irak Savaşı'nda ABD'nin politikalarına karşı durması, dış politikada ve güvenlik politikasında bir değişim olduğunu göstermektedir. Kırmızı-Yeşil koalisyon hükûmeti, her ne kadar Almanya'nın değişen güvenlik gündemlerinin baskısını fazlasıyla hissetse de, söz konusu dönem Alman güvenlik kimliğinin neo-Liberal kurumsalcı kimliğin dışına çıkabilmesinin gerçekçi olamayacağının tescili anlamına gelmiştir.
The purpose of this study, the security policies of the Red-Green coalition government, which came to power for the first time in Germany in 1998, are examined from the point of view of Neo-Realist and Neo-Liberal institutionalism. During the period when the Red-Green coalition government was in power, extraordinary developments such as the Kosovo War, the September 11 Terrorist Attacks, the Afghanistan War and the Iraq War occurred, which deeply affected the world. It is examined how these events affect the Transatlantic structure that Germany has been following for a long time. As a conclusion of the research, Red-Green Coalition government's sending troops to Kosovo as a cross-border operation and to Afghanistan as a result of 9/11 the terrorist attacks, its opposition against U.S. policy in Iraq War suggest a shift in foreign and security policies. Despite the fact that the Red-Green coalition government felt the pressure of shifting security challenges, it has been a strong manifest that German security identity's moving away itself from the dictates of neo-Liberal institutionalism would never be realistic.
