Özet
Kıbrıs meselesi yaklaşık 60 yıldır çözümsüzlükle boğuşmaya devam etmektedir. Kıbrıs meselesinin bu hale gelmesinde tarafların mevzuyu bir ulusal çıkar meselesi olarak görmeleri veya kimlik meselesine dönüştürmeleri oldukça etkili olmuştur. Türk Dış Politikası (TDP) yıllar içinde Kıbrıs meselesine çok farklı yaklaşımlar getirmiştir. Bunun sebebi değişen uluslararası sistemde Türkiye'nin yeri olduğu kadar sürekli olarak çatışan iç siyasetin birbirinden çok farklı dinamikleridir. Bu çatışmanın en çarpıcı örneklerinden biri 2000'lerin başında iktidara gelen Adalet ve Kalkınma Partisi'nin (AK Parti) getirdiği yeniliklerle olmuştur. 2002 seçimlerinde meclise girebilen ve ana muhalefet partisi olan Cumhuriyet Halk Partisi (CHP) ise Kıbrıs konusunda güvenlikçi politikaları savunmaya devam etmiştir.Bu ayrışmayı anlamak için partilerin siyasal kimliklerine ve dış politika anlayışlarına bakılmalıdır. Bu yapılırken Kıbrıs sürecinin kendine has dönüşümü de incelenmelidir. Bu tezde AK Parti ve CHP'nin Kıbrıs politikaları karşılaştırılacak ve nedenleri tartışılacaktır.
The Cyprus conflict has been struggling with a deadlock for almost 60 years. One of the reasons behind this deadlock is that the parties have been percieving the conflict as a part of their national interest or as a part of their identity. Within Turkish foreign policy, very different approaches have developed on the Cyprus conflict throughout the years. The source of those different policies comes from the clashing dynamics of domestic politics as well as from Turkey's place in the changing international system. One of the most striking examples of this clash has been AK Parti's, which came to power in the beginning of 2000's, in the form of the new foreign policy approach towards Cyprus. CHP, on the other hand, was the only political party that could enter the Turkish Grand National Assembly after 2002 elections and it continued to argue that Cyprus conflict should be resolved according to Turkey's national interests and security concerns. In this thesis, to be able to comprehend this divergence, parties' political identities and foreign policy approaches will be examined. During this examination, the unique process of Cyprus conflict will be investigated in detail.
