Özet
21. yüzyılda kriz ülkelerin ekonomileri başta olmak üzere, değişik bir çok sektörü olumsuz yönde etkileyebilen önemli bir olgu haline gelmiştir. Kriz kavramının; son yıllarda, farklı kesimlerce değişik açılardan ele alındığı ve özellikle akademik çalışmalarda giderek önem kazanan bir konu haline geldiği görülmektedir. Kriz durumunda devamlılığını sağlaması gereken önemli kurumlardan biri sağlık kurumlarıdır. Günümüzde sağlık hizmetleri alanı, dünya ekonomisini en çok etkileyen alanlardan biridir. Buna karşılık sağlıkta en önemli amaç, ekonomik kazançlar değil toplum sağlığını korumak, iyileştirmek ve geliştirmektir. Bu faaliyetler ve bunların planlanması süreci kriz durumunda özel bir anlam taşımaktadır. Sağlık kurumları doğası gereği işlerin acil ve ertelenemez olduğu, hızlı karar süreçleri gerektiren kurumlardır. Kriz ve kriz yönetimi kavramları bu nedenle sağlık alanında ayrı bir önem kazanmaktadır. Sağlık hizmetlerinde krizi önlemek için kullanılabilecek organizasyon teknikleri olarak toplam kalite yönetimi, kıyaslama ve öğrenen organizasyon olma durumu krize karşı hazırlık yapmada önemli çalışmalardır. Bu çalışmaları yapan kurumlar krizi çözme konusunda daha şanslıdırlar. Bu tez çalışmasında amaç, sağlık hizmetlerinde yaşanan krizlerin etkili şekilde yönetimine ilişkin öneriler geliştirmek ve konuyla ilgili çalışma sayısının yetersiz olmasından dolayı gelecekte yapılacak olan çalışmalara kaynak oluşturmaktır. i
In the 21st century, especially in the crisis countries economies, which can adversely affect a different multi-sectoral has become an important phenomenon. Crisis of the concept; In recent years, different sections of society and discussed from different angles, especially in academic studies has become an increasingly important subjectisseen. To provide continuity in case of crisis, one of the important institutions of health care institutions. Nowadays, healthcare field, is one of the areas most affected by the global economy. These activities and their planning process carries a special meaning in case of crisis. Health institutions due to the nature of work is urgent and can not be postponed, are the ones that require rapid decision-making process. The concept of crisis and crisis management in the health sector, therefore, has a separate importance. Can be used to prevent the crisis in health care organization techniques as total quality management, benchmarking, and being a learning organization status are important in making preparations against the crisis. This organization works in resolving the crisis are more fortunate. The aim of this thesis, the crisis in health care to develop recommendations for the effective management and related activities due to lack of sufficient resources for the future is to create work that will be done. ii
