Türkiye'deki inovasyon çalışmalarının Güney Kore ile karşılaştırmalı stratejik analizi

Günümüzde rekabet değerlerindeki ve anlayışındaki değişimler şirketleri, bölgeleri ve özellikle de ülkeleri ekonomik, sosyal ve siyasi birçok etkisi olan inovasyon kavramı ile karşı karşıya getirmektedir. Bu bağlamda bir ülkenin rekabetteki konumu; inovasyon süreçlerinde rol oynayan faktörlerin belirlenmesinde ve bu faktörlerin birbirleri ile olan ilişkilerinin düzenlenmesinde etkin rol oynayan ulusal inovasyon politikalarının başarı ile uygulanması neticesinde belirlenmektedir. Bu nedenle inovasyon kavramı kamu ve özel sektörde verimlilik ve yüksek ekonomik dönüşler açısından da önem arz etmektedir. Çalışmanın amacı, teknolojik gelişmelere yetişme sürecinde başarı sağlayan ve inovasyon politikalarını Türkiye ile eş zamanda uygulamaya başlayan Güney Kore'nin ulusal sistemleri ile politikalarının incelenmesi ve Türkiye'deki inovasyon politikaları ile karşılaştırılmasıdır. Bu bağlamda çalışma inovasyon kavramının Dünyada ve Türkiye'deki gelişimini, önemini ve sonuçlarını sunmayı hedeflemektedir. Bu doğrultuda Türkiye ve Güney Kore'deki inovasyon çalışmalarının evrimi örnek olaylar aracılığıyla incelenmiş ve her iki ülkenin inovasyon açısından karşılaştırmalı güçlü taraflar- zayıf taraflar, fırsatlar-tehditler analizi sunulmuştur. İki ülke arasında yapılan bu karşılaştırma neticesinde Güney Kore'nin teknolojiye yetişme sürecinde Türkiye'ye nazaran daha başarılı olduğu görülmüştür. Çalışmanın sonunda Türkiye'de uygulanan inovasyon politikaları ile Türkiye'nin ulusal inovasyon sistemindeki yetersizlikler göz önünde bulundurulmuş ve inovasyon politikası kamu desteği ile güçlü kılınan özel kesim AR_GE uygulamalarına odaklanmış Güney Kore'nin başarılı uygulamaları çerçevesinde birtakım öneriler geliştirilmeye çalışılmıştır.

The changes in the values and understanding of competition today subject companies, regions, and even whole countries to the concept of innovation, which has numerous social and political effects. In this context, the competitive position of a country is determined as a result of the successful implementation of national innovation policies that play an active role both in the specification of the factors that play a role in the processes of innovation and in the regulation of the relationships with these factors. This is why the concept of innovation has become an important issue in terms of efficiency in the public and private sectors and of high economic returns. The purpose of the study is the examination of the national systems and policies of South Korea, which achieved success in the process of nurturing technological developments and which began to implement policies of innovation simultaneously with Turkey, and the comparison of these with the policies of innovation in Turkey. The study aims in this sense to present the development, importance, and results of the concept of innovation around the World and in Turkey. In this respect, the evolution of innovative work in Turkey and South Korea were examined through of case studies, and a comparative SWOT analysis of both countries in terms of innovation was presented. It was seen, as a result of this comparison between the two countries, that South Korea has been more successful compared to Turkey in the process of cultivating technology. At the end of the study, the policies of innovation implemented in Turkey and the inadequacies in Turkey's national system of innovation were considered, and some recommendations were attempted to be developed in the framework of the successful practices of South Korea, whose innovation policy was focused on private-sector R&D applications that are strengthened with public support.
