Özet
Sağlık kavramı her bireyi bir şekilde ilgilendirir. İnsanlar yaşantıları boyunca herhangi bir dönemde çeşitli sağlık sorunlarıyla karşılaşabilirler. Karşılaşılan sağlık sorunlarının tanı, tedavi ve rehabilitasyonu gibi çeşitli sağlık hizmetlerinin genel amacı, insan sağlığının sürekliliğini sağlamaktır. Sağlık hizmetlerinde bütüncül görüşle hareket edilir. Sağlık hizmetlerinin niteliği, hukuksal dayanakları, kurumlarda uygulanma şekilleri, sağlık profesyonelleri ve araç-gereç temini bu görüş çerçevesindedir. Sağlık durumu bozulan her birey, hastalık derecesine göre geçici ya da kalıcı engellilikle karşı karşıyadır. Sağlık hizmetlerinde amaç, bozulan sağlığın iyileştirilmesi, kısıtlılıkların azaltılmasıdır. Ancak günümüz sağlık hizmetlerindeki donanım bilgi ve araçlarla aşılamayacak durumları da vardır. Bu çalışmanın birinci bölümünde sağlık kavramı, sağlık durumunu etkileyen faktörler, sağlık hizmet çeşitleri, engellilik kavramı, engelliliğin nedenleri ve engel çeşitleri ele alınmaya çalışılmıştır. İkinci bölümde; sağlığı bozulan engelli kişilerin sağlık hizmetlerinden yararlanma şekilleri, model yaklaşım ve sağlık hizmetleri çerçevesinde engellilikle mücadele, rehabilitasyon hizmetleri anlatılmıştır. Üçüncü bölümde engellilerin sağlık hizmetlerinden yararlanmalarına ilişkin yasal ve idari düzenlemeler incelenmiştir. Engellilerin sağlık sorunları, kurumların bu konudaki çalışmaları, kanunlar, yasal düzenlemeler ve bu alanda yaşanan gelişmeler incelenmiştir. Engellilikle ilgili mevzuatın bilinmesi başta engelli ve yakınları olmak üzere, ilgili tarafları bilgilendirmek, hakların hayata geçirilmesini sağlamak konusu üzerinde durulmuştur. Sağlık personelinin engellilere hizmet yaklaşımları ve engellilerin beklentileri ele alınmaya çalışılmıştır. Aynı zamanda sağlık hizmeti sunan kurum ve personel çalışmaları hakkındaki yasal düzenlemeler ve bu alanda yaşanan gelişmeler incelenmiştir. Engellilikle ilgili mevzuatın ele alınmasının sebebi, başta engelli ve yakınları olmak üzere, ilgili tarafları bilgilendirmektir.
The concept of health of each individual business. Experiences of people in a variety of health problems at any time during the encounter. Purpose of health care, deteriorating health improvement, reduction of limitations. However, in today's health care status of the hardware information and tools are unsurpassed. In the first part of this study the concept of health, factors influencing health status and health service types, the concept of disability, disability, have attempted to evaluate the causes and types of obstacles. In the second chapter forms of deteriorated health of persons with disabilities to health services, and health services within the framework of the model approach to tackle disability, rehabilitation services are discussed. The third section examined legal and administrative arrangements for healthcare services for people with disabilities. Health problems of persons with disabilities, the institutions work on this issue, the laws, regulations and developments in this field are investigated. With disabilities and their families, including disability-related legislation, more particularly, to inform interested parties to ensure the realization of rights is emphasized. Expectations of health professionals and people with disabilities had been discussed approaches to serve persons with disabilities. At the same time, and the staff on the work of the institution offering health care legislation and developments in this field are investigated. The reason for addressing disability-related legislation, particularly with disabilities and their families, including information on the parties concerned.
