Özet
Bu tez çalışmasında; genel olarak kamu güvenliğinin sağlanmasında birinci derecede rol üstlenen Emniyet teşkilatının kolluk yapılanmasını ve temel polislik eğitimlerini, eğitim kurumlarını ve hizmet içi eğitimini incelemeye çalıştım.Özellikle Amerika Birleşik Devletleri Polis teşkilatını inceleyerek, polislikte işe alma ve hizmet içi eğitimlerini,Polis teşkilatımızla karşılaştırıp değerlendirerek eğitim ve teşkilat yapısı farlılıklarını karşılaştırma imkanını buldum.Bu anlamda hem kurumsal hem de temel polislik anlayışımıza, özellikle polisin meslek öncesi ve meslek içi eğitimlerinde, toplumla iç içe olma noktasında ve gerçek gücünü halktan alması konularında,uygulamaya yönelik bir takım yenilikler kazandırılacağı kanaatini taşımakla beraber; eksikliklerimizi görme açısından, bu çalışmamın faydalı olacağını düşünüyorum.Bu doğrultudaki görüşler de iki ve üçüncü bölümlerin sonuç kısımlarında verilmeye çalışılmıştır.
This study mainly examines the organizational structure of the Turkish National Police which is the primary service provider of public safety cross the country, the basic police education system, the in-service education system, and the education institutions of the organization. The study also examines the structure of the US law enforcement agencies and compare it with Turkish National Police by revealing the differences between two countries in terms of organizational structures and educational implementations. The study proposes to contribute to the development of democratic policing with the exercise of citizen-oriented and community-based policing principles through the pre-occupation education and in-service training processes of police officers. Moreover, the study plays important role in terms of defining contemporary problems of the organization and suggesting some solutions to those problems for the decision making authorities of Turkish National Police and these issues were discussed in the conclusion parts of the second and the third chapters.
