Özet
Eroin bağımlılığı ve kaçakçılığı ile mücadelede başarılı olmayı hedefliyor isek, öncelikle bu sorunun dinamiklerini arz-talep mantığı üzerinden değerlendirmeliyiz. İkame tedavisi (metadon,buprenorfin), enjektör değişim programları ve eroin reçetelendirme gibi programların doğru kullanılabilmesi halinde başarılı sonuçların alınabileceğine yönelik somut veriler söz konusudur.Temeli arz-talep denklemine dayalı bir pazardan ibaret olan bu düşmana karşı kazanmanın tek yolunun; bir şekilde talebi kontrol altına alarak, sistemin kendi kendini ticari açıdan yok etmeye zorlamaktan geçtiği, problemin tarihsel süreci incelendiğinde daha iyi anlaşılmaktadır.
If we aim at success in the fight against heroin addiction, we should first evaluate the dynamics of this problem with the logic of supply and demand. There is concrete data showing that successful results can be achieved if programs such as substitution treatment (methadone, buprenorphine), syringe exchange and heroin prescribing are implemented properly.Looking back at the past, one can understand better that the only way to defeat this enemy, which is merely a market based on supply and demand equation, is to force the system to destroy itself commercially by getting the demand under control in some way.
