Özet
Çok yönlü ve büyük bir değişimin yaşandığı günümüzde, örgütler güçlü rekabet ortamında yer almaktadır.Özellikle özel sektörde çok fazla yaşanan bu rekabet ortamına, kamusal sektör de hızlı bir şekilde dahil olmaktadır.Pek çok sorunla karşı karşıya bulunan kamu yönetimlerinin daha hızlı, kaliteli, verimli ve rasyonel hizmet sunmasını sağlamak amacıyla kamuda birçok reform yapılmaktadır.Bu reformlar arasında sağlık kurumlarında uygulanan değişimler ilk sıralarda yer almaktadır.Özel sektör performansına ulaşması istenilen sağlık kurumları yönetimlerinde, en çok rastlanan sorunlardan birisi de nitelikli insan kaynakları eksikliği ve belirli, net, ölçülebilir performans kriterlerinin olmamasıdır. Bu çalışmada, hastane faaliyetlerinin gerçekleştirilmesinde, performans yönetim sistemi anlayışı ile performansın ölçülmesi ve değerlendirilmesi hedef alınmış ve yönetimsel kararlarda, bu verilerden yararlanılması amaçlanmıştır. Bu amaçla, Sağlık Bakanlığı tarafından belirlenmiş İstatistiki Bölge Birimleri Sınıflaması (İBBS) bölgelerinin etkinlikleri Veri Zarflama Analizi (VZA) yöntemi ile analiz edilmiştir. Etkinlik analizinin yanı sıra etkin olmayan bölgelerin temel etkinliksiz nedenlerine ulaşılmaya çalışılmıştır. Ayrıca etkin olmayan bölgeler için girdi-çıktı faktörlerinde hedef değerler bulunmuştur. Nowadays, comprehensive and multidirectional changes are taking place; as a result, organizations are in a strong competitive environment. Althoungh these changes are mainly in private sector, the state sector is also getting more and more involved in competitiveness. As public administrations are facing with many challenges, they are forced to make several improvements in order togive faster, qualified, efficient and rational services. Among these improvements, ones in the health care institutions are taking the first rank.The health care institutions are forced to catch up with the private sector performances, while doing this the most common challenges are lack of qualified personel, missing specific and clear measurable performance criteria. This study aimed to measure and evaluate the performances of hospital acitivites by way of performance management system and evaluation of these data to take into account in making administrative decisions. To this end, activities of the regions, that is designated by the Ministry of Health?s Statistical Region Units Classifiication (SRUC), is analyzed by the method of Data Envelopment Analysis (DEA). In addition to activity analyses, it had been tried to get the prime reasons for inactivity in non-active regions. Furthermore in non-active regions the targeted values for input-output factors were found.
